CHAPTER SEVEN

PROMOTION AND DEMOTION POLICY

It is the policy of LA-20062 to afford all cadets the opportunity to advance to the highest rank to which they aspire, within the confines of the Unit Manning Document (UMD).

Advancement is directly related to the student’s desires as demonstrated by their adherence to and embodiment of the core values of LA-20062, “Honor, Dedication, Pride, and Leadership.”  These values are demonstrated by behavior, both in and out of JROTC class, in relationships with staff, faculty, and peers.  Cadets who adhere to corps and school guidelines and serve as examples to others demonstrate the greatest potential for advancement.  The remaining ingredient for promotion is the demonstration of leadership ability and the willingness to lead.  Students who regularly take part in corps activities, such as Color Guard, Drill Team, etc, demonstrate both interest and leadership.   Cadets who desire to reach the level of Corps Commander and/or Corps Staff Officer, including Squadron Commander, must complete at least one session of Summer Leadership School, or US Army/ US Air Force Basic Military Training prior to promotion.  Academic success is desired and successful completion of Aerospace Science with at least a B is required but a set overall Grade Point Average is not a prerequisite to leadership.  However, a “C” average is required.

All cadets will be promoted to permanent grades in accordance with their academic level within the corps structure.  Temporary grades will be assigned according to positions held within the corps staff or leadership positions.

Cadets who hold temporary rank do so by the authority of the SASI and ASI.  Therefore, ranks above permanent grade may be removed for cause at any time, by agreement of the SASI and ASI.  If a cadet is promoted to a temporary rank he or she is expected to act in accordance with the core values of Bulldog Group AFJROTC.  Failure to perform all duties and act in the expected manner will result in demotion to the cadet’s permanent rank.  There are no excuses, officers and senior NCOs will set the example for all cadets within the corps.

  • First Year Students:  AS-I
      • Cadet Airman             
  • Second Year Students: AS-II
      • Cadet Airman First Class
  • Third Year Students: AS-III
      • Cadet Senior Airman
  • Fourth Year Students: AS-IV

CHAPTER EIGHT

ACADEMIC POLICY

AFJROTC is a fully established academic program designed to cover the entire 4-year high school educational experience.  Each term will provide the student with 1 academic credit.

1.  GRADING CRITERIA

Personal responsibility is stressed throughout the JROTC program.  Grades within the department are computed so that the student’s willingness to follow instructions has a direct impact on his or her final grade.  All grades will be computed using the following formula:

            60% - Academic Performance
            The class work and test grades will count as a combined 50% of the overall JROTC grade.  Homework is rarely given and will be part of the academic grade.

            30% - Uniform Wear
            Cadets are responsible for wearing the correct uniform one day (all day) each week as designated by the SASI or ASI.   Make up days will be at the discretion of the SASI or ASI, but normally will be within two days following the normal uniform day.  Students who wear the uniform, on the proper day, in the proper configuration, will earn 100 points per week, minus points for any uniform demerit given. 

            10% - Participation
            Cadets will be graded each and every time they go to class.  The instructor will reward the cadets who show effort in learning and participating in the classroom and drill sequences.   The students who actively attempt to learn and perfect the drills will receive a perfect score for the day.  Students who go participate in an exemplary way may be awarded a merit which increases overall participation grade.  Students who chose not to participate or cause a discipline problem will be penalized. Cadets who sleep, talk excessively, move from their assigned positions, or by other means distract from the instructional environment will lose points.  Demerits may be assessed at the instructor’s discretion, and will be given for referrals to ISS or suspension. 

2.  RED RIVER HIGH SCHOOL GRADING SYSTEM

The AFJROTC “Bulldog Group” adheres to the Red River High School Grading System.  Alphabetic grades are as follows:

                        90-100 = A
                        80-89   = B
                        70-79   = C
                        0-69     = F

 

CHAPTER NINE

LA-20062 BULLDOG GROUP ORGANIZATON

1LA-20062 is organized in accordance with the proper structure of all military organizations.  There exists an overlying higher-headquarters, a functional unit chain of command, and the “Bulldog Group”, cadet chain of command.

1.  HIGHEST ECHELON OF COMMAND
            The highest echelon of command, within the LA-20062 chain rests with the Red River School District, and the Superintendent of Schools.  Below this the sole responsibility for administration and overall authority rests with the Principal, Red River High School. 

2. FUNCTIONAL COMMAND
            Functional command for the “Bulldog Group” Corps of Cadets rests with the SASI and the ASI, respectively, under the supervision of the principal.  As in any military organization the senior individuals work together to oversee the program and all its activities.

3. CADET CHAIN OF COMMAND AND ORGANIZATION
            Cadet command and staff positions are temporary ranks.  The positions are intended to be kept for one complete school year, unless circumstances dictate that a position be filled earlier.  The following diagrams show graphically the alignment and organization of LA-20062, Bulldog Group, AFJROTC and the maximum rank per postion.

CHAPTER TEN

AFJROTC AWARDS AND DECORATIONS

This chapter prescribes policies and procedures governing AFJROTC Cadet Awards and Decorations Program.  The following text contains guidelines relative to earning the awards and decorations available under this program.

1. General Information:  The Cadet Awards and Decorations Program fosters morale, incentive and esprit de corps, and recognizes the acheivements of AFJROTC cadets.  To determine proper order of precedence for wearing awards on the uniform, consult attachments in this guide or AFROTCI 36-9. 

2.  Administration:  Minimum criteria are prescribed to preserve the integrity of the decorations.  The SASI may impose additional criteria to meet local standards and needs, however, criteria may not be diminished. There are three major award categories, they are            :

  • Valor Awards:  Presented for incidents and actions of unselfish, and brave acts by cadets involving personal risks.
  • National Awards:  presented to cadets who demonstrate outstanding performance and selected by the AFJROTC staff and the principal.
  • AFJROTC Awards:  Authorized by AFROTCI 36-9, presented to cadets who distinguish themselves in corps activities and school involvement, selected by the AFJROTC staff and principal.

 

3.  Wearing of Awards:

  • Medals and ribbons will be worn above the left breast pocket,  in order of precedence as illustrated in this guide.
  • Medals are worn only in formal or semi-formal attire.
  • Kitty Hawk and Model Rocketry badges will be worn in accordance with AFROTCI 36-2001

ORDER OF PRECEDENCE

 

I.  VALOR AWARDS

  • The Gold Valor Award is awarded for a voluntary act of self-sacrifice and personal bravery by a cadet involving conpicuous risk of life above and beyond the call of duty.  This is the highest award a cadet can earn.
  • The Silver Valor Award is awarded to a cadet for a voluntary act of heroism, which does not meet the risk-of-life requirements of the Gold Valor Award.
  • These awards consist of a medal (gold or silver), ribbon and citation.
  • Awarding authority is HQ AFROTC.

 

           

CADET HUMANITARIAN AWARD

  • This award  is presented for humanitarian acts by a cadet involving actions, without the risk of life, which are above and beyond the call of duty.
  • This award consists of a ribbon.
  • Awarding authority is HQ AFROTC

II.  NATIONAL AWARDS

AIR FORCE ASSOCIATION (AFA) AWARD

  • Presented annually to the outstanding ASIII cadet, meeting the following criteria:

      a.  Each cadet must possess characteristics contributing to leadership and future value in positions of responsibility such as:
                  -  Positive attitude towards AFJROTC and school
                  -  Personal appearance (uniform, posture, and grooming)
                  -  Personal attributes (initiative, judgement, and self-confidence)
                  -  Courtesy ( promptness, obedience, and respect for customs)
                  -  Growth potential (capacity for responsibility, high productivity, adaptability to change, possession of the highest personal and ethical standards, and strong positive convictions)

  • Each cadet must:

                  -  Rank in the upper 5% of their Aerospace Science class.
                  -  Rank in the  upper 10%  of their academic class
                  -  Be recommended by the SASI/ASI as the “Outstanding Aerospace Science Cadet” in their class.

  • Award consists of  a medal and ribbon
  • Awarding authority is The Air Force Association local chapter, upon recommendation of the AFJROTC staff.

DAEDALIAN AWARD

  • Presented annually to recognize the outstanding AS-III cadet.
  • Each cadet must:

                  -  Demonstrate an understanding and appreciation of patriotism, love of country, and service to the nation.  
                  -  Indicate the potential and desire to pursue a military career.
                  -  Rank in the upper 10% of the AFJROTC class.
                  -  Rank in the upper 20% of the school junior class.

  • The award consists of a ribbon and medal.
  • Awarding authority is the Daedalian Flight, upon recommendation of the AFJROTC staff.

 

 

AMERICAN LEGION SCHOLASTIC AWARD

  • Presented annually to one AS-III or AS-IV cadet.
  • The cadet must:

                  -  Rank in the upper 10% of their high school class
                  -  Rank in the upper 25% of the Aerospace Science class.
                  -  Demonstate leadership qualities.
                  -  Actively participate in constructive student activities.

  • Award consists of a medal and ribbon
  • Awarding authority ist he American Legion National Headquarters, upon recommendation of the AFJROTC staff.

AMERICAN LEGION GENERAL MILITARY EXCELLENCE AWARD

  • Presented annually to one AS-III or AS-IV cadet.
  • The cadet must:

                                    -  Be in the upper 25% of the AFJROTC class.
                                    -  Demonstrate outstanding qualities in military leadership, discipline, character, and citizenship.
                                   

  • Award consists of a medal and ribbon.

DAUGHTERS OF THE AMERICAN REVOLUTION (DAR) AWARD

  • Presented annually to one AS-IV cadet
  • The cadet must:

                                    -  Rank in the upper 25% of the Aerospace Science class and their high school class.
                                    -  Demonstrate qualities of dependability and good character, adherence to military disicpline, leadership ability, and fundamental and patriotic understanding of the importance of ROTC training.

  • Award consists of a medal and ribbon.
  • Awarding authority is the local DAR Chapter Regent, upon recommendation of the AFJROTC staff.

American Veterans (AMVETS) Award.  

  • Presented annually to one qualified cadet.
  • The cadet must:

                  -  Demonstrate a positive attitude toward Air Force JROTC programs and service in the Air Force.
                  -  Exude outstanding personal appearance (to include wearing of the uniform, posture, and grooming, but not physical characteristics per se).
                  - Posess the personal attributes (initiative, dependability, judgment, and self-confidence).
                  - Demonstrate officer potential (capacity for responsibility, adaptability, and maintenance of high personal standards).
               - Obtained a grade of “A” (or the numerical equivalent) in their AS class.
               - Be in good scholastic standing in all classes at the time of selection and at the time of presentation.

  • Award consists of a medal and ribbon.
  • Awarding authority is the AMVETS National Headquarters, upon recommendation of the AFJROTC staff.

Reserve Officers Association (ROA) Award

  • Presented annually for military and academic achievement to an outstanding AS-IV cadet.
  • The cadet must demonstrate:

               - A positive attitude toward the AS curriculum.
               - Outstanding personal appearance (wear of the uniform, posture, and    grooming).
               - Positive personal attributes of initiative, judgment, and self-confidence.
               - Courtesy (promptness, obedience, and respect).
               - Growth potential (capacity for responsibility, high productivity, adaptability to change).
               - The highest personal and ethical standards and strong positive convictions.

  • Rank in the top 10% of their AS-IV class.
  • This award consists of a bronze medal, ribbon, and certificate.
  • Awarding authority is the National Headquarters of the Reserve Officers Association, upon recommendation of the AFJROTC staff.

 

Military Order of World Wars Award. 

  • Presented annually to an outstanding cadet who has committed to continue the aerospace science program the following school year.  Selection is based on outstanding accomplishments or service to the AFJROTC unit.
  • This award consists of a bronze medal pendant, certificate, and ribbon.
  • Awarding authority is the National Headquarters of the Military Order of World Wars, upon recommendation of the AFJROTC staff.

 

Military Officers Association of America (MOAA) Award. 

  • Presented annually to an outstanding AS-III cadet.
  • Cadet must:

               - Be a member of the junior class.
               - Be in good academic standing.
               - Be of high moral character.
               - Show a high order of loyalty to the unit, school, and country.
               - Show exceptional potential for military leadership.

  • Award, consists of a medal pendant with ribbon.
  • Awarding authority is the Military Officers Association, upon recommendation of the AFJROTC staff.

 

 

Veterans of Foreign Wars (VFW) Award

  • Presented annually to an outstanding AS-III or AS-IV cadet leadership. 
  • Each cadet must:

               - Have a positive attitude toward AFJROTC.
               - Have outstanding military bearing and conduct.
               - Possess strong positive personal attributes (such as courtesy, dependability, punctuality, respect, and cooperation).
               - Demonstrate patriotism (being a member of the color guard or drill team) and actively promote Americanism.
               - Demonstrate leadership potential.
               - Attain a grade of “B” in AFJROTC with an overall average grade of “C” in all subjects for the previous semester.
               - Be active in student activities.
               - Not have been previous recipients of this award.

  • This award consists of a medal pendant with ribbon.
  • Awarding authority is the Veterans of Foreign Wars Post, upon recommendation of the AFJROTC staff.

                                   
National Sojourners Award

  • Presented annually recognizing an outstanding AS-II or AS-III cadet.
  • The Cadet must:

               -  Demonstrate Americanism within the corps of cadets and on campus.  
               -  Be in the top 25% of their academic class.             
               -  Demonstrate potential for outstanding leadership.
               -  Not have previously received the award.

  • This award consists of a ribbon, medal pendant, and certificate.
  • Awarding authority is the local chapter of the National Sojourners, upon recommendation of the AFJROTC staff.

Sons of the American Revolution (SAR) Award. 

  • Presented to an outstanding AS-III cadet.
  • The cadet must:

               - Exhibit a high degree of leadership, military bearing, and all-around excellence in AS studies and not have previously received the award.  
               - Be currently enrolled in the AFJROTC program.
               - Be in the top 10% of their AFJROTC class.
               - Be in the top 25% of their overall class.

  • This award consists of a bronze medal with ribbon.
  • Awarding authority is the National Headquarters of the Sons of the American Revolution, upon recommendation of the AFJROTC staff.

Scottish Rite, Southern Jurisdiction Award

  • Presented to an outstanding AS-III cadet.
  • Each cadet must:

               -  Contribute the most to encourage Americanism by participation in extracurricular activities or community projects.
               - Demonstrate academic excellence by being in the top 25% of class.
               - Demonstrate the qualities of dependability, good character, self-discipline, good citizenship and patriotism.
               - Not have been a previous recipient of this award.

  • This award consists of a medal, ribbon, and certificate.
  • Awarding authority is the local chapter of the Scottish Rite Valley of the Southern Jurisdiction, upon recommendation of the AFJROTC staff.

 

 Military Order of the Purple Heart Award

  • Presented to an outstanding AS-III or AS-IV cadet.
  • Each cadet must:

                  - Demonstrate outstanding leadership ability.
               - Have a positive attitude toward AFJROTC and country.
               - Hold a leadership position in the cadet corps.
               - Be active in school and community affairs.
               - Attain a grade of “B” or better in all subjects for the previous semester.
               - Not have been a previous recipient of this award.

  • This award consists of a medal pendant with a ribbon.
  • Awarding authority is the local chapter of the Military Order of the Purple Heart, upon recommendation of the AFJROTC staff.

 

Air Force Sergeants Association (AFSA) Award 

  • This award recognizes an outstanding AS-III or AS-IV cadet. 
  • Each cadet must:

               - Demonstrate outstanding qualities in military leadership, discipline, character, and citizenship.
               - Be in the top 25% of the AFJROTC class.
               - Not have been a previous recipient of this award.

  • This annual award consists of a medal pendant with a ribbon.
  • Awarding authority is the AFSA International Headquarters, upon recommendation of the AFJROTC staff.

 

Sons of Union Veterans of the Civil War (SUVCW) Award  

  • This award recognizes one deserving cadet annually (may be AS-I, AS-II, AS-III, or AS-IV).
  •  The recipient must display a high degree of patriotism and have demonstrated a high degree of academic excellence and leadership ability.
  • This award consists of a medal pendant with a ribbon.
  • Awarding authority is the local camp of the SUVCW, upon recommendation of the AFJROTC staff.

Tuskegee Airmen Incorporated (TAI) Air Force JROTC Cadet Award

  • This award is presented annually to two AS-I, AS-II, or A-III cadets. 
  • Cadets must:

               - Attain a grade of “B” or better in their AS class.
               - Be in good academic standing.
               - Actively participate in cadet corps activities.
               - Participate in at least 50% of all unit service programs.

  • This TAI sponsored award consists of a ribbon and a certificate.
  • Awarding authority is AFJROTC Unit SC-065, C.A. Johnson Preparatory Academy, upon recommendation of the AFJROTC staff.

 

III.  AIR FORCE ROTC SPONSORED AWARDS

Outstanding Cadet Ribbon.  Awarded annually at the SASI’s discretion to the outstanding AS-I, AS-II, AS-III, and AS-IV cadet.  The recipient from each class must be of high moral character, demonstrate positive personal attributes, display outstanding military potential, and attain academic and military excellence.

Leadership Ribbon.  Awarded at the SASI’s discretion for outstanding performance in a position of leadership as an AFJROTC cadet in corps training activities.  Limit this ribbon to 5 percent of the eligible group to ensure recognition of cadets who have consistently displayed outstanding leadership ability above and beyond expected performance.

Achievement Ribbon.  Awarded for a significant achievement as deemed appropriate by the SASI.  Limit this ribbon to 5 percent of the cadet corps.  Individuals may not receive more than one ribbon during a 1-year period.

Superior Performance Ribbon.  Awarded annually at the SASI’s discretion for outstanding achievement or meritorious service rendered specifically on behalf of AFJROTC.  Present the ribbon for a single or sustained performance of a superior nature.  Limit this ribbon to 10 percent of the cadet corps to ensure recognition of achievements and services which are clearly outstanding and exceptional when compared to achievements and accomplishments of other cadets.

Distinguished Unit Award (DUA).  Awarded to cadets enrolled during the academic year when a unit is selected by HQ AFJROTC to receive the DUA.  Units have to set and accomplish goals for the year to attain this award.  AFJROTC Operations Support will post specific criteria for this award annually in the Cyber Campus HQ Library Distinguished Unit Award folder.

Aerospace and Technology Honors Camp Ribbon.  Awarded for attendance at Honors Camp.  This award consists of a Leadership School Ribbon with an “H” device and will be provided by HQ AFJROTC at the Honors Camp site.

Top Performer Award.  The Cadet Top Performer Award is a Headquarters, AFJROTC award presented to a maximum of 2% of the current unit cadet corps population (unduplicated headcount).  All currently enrolled cadets may be considered.  Specific consideration should be given to cadets not previously recognized for superior performance

The award will recognize a cadet’s performance in the following key areas:  Leadership and job performance:  in primary duty and specifically in preparation for the unit’s annual assessment.  Leadership qualities:  involvement and positions held in extracurricular activities.  Academic performance:  nominee must be in good academic standing in all high school course work.  Significant self-improvement.  Community involvement.  Other accomplishments.

A SASI may nominate candidates to their respective Area Administrator.  Area Administrators will present awards to nominees during their visit unless personal observation of the cadet warrants otherwise.

Ribbons will be available from HQ AFJROTC and distributed to the Area Administrators for presentation.  The award consists of a certificate and a ribbon, which may be presented by the Area Administrator during the visit or the SASI if the cadet(s) is unavailable due to class scheduling conflict, etc.  The ribbon may be worn for the duration of a cadet’s tenure in AFJROTC.

Academic Ribbon.  Awarded for academic excellence as signified by attaining an overall grade point average of at least “B” for one academic term, in addition to an “A” average in AFJROTC.

Outstanding Flight Ribbon.  Awarded each academic term to members of the outstanding flight under criteria determined by the SASI.

Leadership School Ribbon.  Awarded for completion of an approved leadership school program of at least 5 days duration.  Add an “H” Device for completion of an Air Force Honors Camp (provided by HQ AFJROTC at camp site).  Add a silver star for outstanding performance or leadership ability at a Leadership School. Limit the star to 10 percent of the class.  This ribbon may only be earned once.

Drill Competition Ribbon.  Awarded to drill team members for placing first, second or third place in an Air Force or Joint Service drill meet.

Orienteering Competition Ribbon.  Awarded to team members for placing first, second or third place in an orienteering meet.

Cocurricular Activities Leadership Ribbon.  Awarded at the SASI’s discretion for leadership in AFJROTC cocurricular activities (such as dining-in chairperson, military ball chairperson, etc.).  The recipient must have demonstrated exceptional leadership in achieving objectives through the coordinated efforts of others.  This award may be earned a maximum of four times.  An oak leaf cluster should be added to this ribbon for each additional award.

Drill Team Ribbon.  Awarded for distinguished participation in at least 75 percent of all drill team events per academic year, or 10 drill team events in an academic year, whichever is lower.  An oak leaf cluster should be added to this ribbon for each year of qualifying membership beginning with the second year.

Color Guard Ribbon.  Awarded for distinguished participation in at least 75 percent of all color guard events per academic year, or 10 color guard events in an academic year, whichever is lower.  An oak leaf cluster should be added to this ribbon for each year of qualifying membership beginning with the second year.

Saber Team Ribbon.  Awarded for distinguished participation in at least 75 percent of all saber team events per academic year, or 10 saber team events in an academic year, whichever is lower.  An oak leaf cluster should be added to this ribbon for each year of qualifying membership beginning with the second year.

Service Ribbon.  Awarded at the SASI’s discretion for distinctive performance in school, community, or AFJROTC service projects.  Limit to members whose active participation in a service project contributed significantly to the goals of the organization.  Participation in Drill Teams, Saber Team or Color Guard does not qualify for the service ribbon.

Physical Fitness Ribbon.  Awarded by the SASI for sustained participation in a locally developed physical fitness program. The bronze P device will be awarded to any cadet scoring in the 85th percentile on the Presidential Challenge of the Physical Fitness Program. Specific requirements on the Presidential Challenge of Physical Fitness can be found on Cyber Campus at Library/HQ Library/Physical Fitness Programs.  All guidance must be included in the unit Cadet Guide or unit Operating Instruction.  Note:  If a cadet has earned this ribbon more than once, wear a second ribbon with bronze P device to the right of the original ribbon.  Do not mix P device with clusters.

Recruiting Ribbon.  Awarded for outstanding effort in support of unit recruiting activities.  The SASI awards this ribbon based on locally developed criteria, which must be included in the unit Cadet Guide or unit Operating Instructions.The recruiting ribbon is awarded for presenting an outstanding image during recruiting events such as 8th grade Parent Night and middle school recruiting events.  Additionally, a student is awarded the ribbon for recruiting one of his peers into the ROTC program.

Activities Ribbon.  Awarded for participation in cocurricular activities other than Drill, Color Guard, and Saber teams.  These include, but are not limited to orienteering teams, model rocketry clubs, AFJROTC academic teams, and AFJROTC sports teams.  An oak leaf cluster should be added to this ribbon for each year of membership beginning with the second year.  The SASI awards this ribbon using locally developed criteria which must be included in the Cadet Guide or unit Operating Instruction.

Attendance Ribbon.  Awarded to cadets with no more than 4 excused absences and no unexcused absences in an academic term.

Good Conduct Ribbon.  Awarded to cadets with no suspensions of any kind, no adverse reports from other staff or faculty in an academic term, if approved by the SASI.

Dress and Appearance Ribbon.  Awarded for wearing uniform on all designated uniform days and conforming to all AFJROTC dress and appearance standards, if approved by the SASI.

Longevity Ribbon.  Awarded for completion of each AS year.

CAP Awards.  Only five CAP ribbons (General Carl Spaatz Award, General Ira C. Eaker Award, Amelia Earhart Award, General Billy Mitchell Award, and the General J. F. Curry Achievement Award) may be worn on the AFJROTC uniform.  Units should contact the nearest CAP unit to obtain awards, invite presenters, or obtain any guidance on criteria or presentation.
